剧情梗概：
“朝阳群众”这个名词在网络上众所周知，揭发了无数名人吸毒以及嫖娼的犯罪案件，他们神秘而又让人感到敬畏。故事讲的是经历过两次婚姻的包莲芬是一位极其普通的朝阳区某小区老大妈，年轻时一心想参军上前线却只是当了一辈子文艺兵，退休之后毅然带起了胡同里的红袖标，带领着一帮同样生活在小区胡同里的大妈大爷一心一意的维护起了片区的治安。他们自创行动手势，接头暗号。虽然在外人看来真是一帮闲的没事儿干的老人家，但他们却乐在其中。每个月都会跟北京城各个区域的竞争对手拼抢优秀称号，都市里新奇的犯罪方式蔓延到了胡同里，各类“枪支弹药”、“假发票”、“包小姐”等小广告贴满了胡同里的每一个角落，种种违法违规事情每天都会上演，包老太组织着社区里的老同志联合“反击”，小区里出现的一位行为诡异的陌生面孔，已经在胡同游荡数日，包老太敏感神经再一次绷紧，开始了侦查工作，同小区的王大爷一直是一个非常时尚风趣的老头儿，很早就对包老太心生爱慕，也心甘情愿的被包莲芬当小跟班的使唤，包老太的侦查行动也让王大爷慢慢地也感到情况的危险，同时也在暗地里保护自己的女神，奇招百出的老头老太与神秘人的斗智斗勇中发生了一系列捧腹大笑的抓贼趣事，最终事情真相大白，王大爷关键时候挺身而出，也赢得了女神的芳心，更完成了包莲芬一辈子的心愿——第一次真正的抓到了犯罪分子。
