《妈祖》是一部反映妈祖生平事迹的神话励志剧，以广泛流传的30多个妈祖民间传说为素材，力求还原一个可敬、可亲、可爱的圣贤妈祖形象，展示博大精深的妈祖文化，传扬以妈祖文化为代表的东方海洋文化。同时说明了台湾和福建的文化关系。北宋初年，福建东海一带经常闹海灾，渔民伤亡惨重。此事经赤脚大仙奏明玉帝，申请加封一位海神，统管海上救生诸事宜。在王母娘娘的支持下，赤脚大仙于泉州莆田湄洲岛发现了侠义、善良有德行的林愿，并请观音菩萨赐林妻怀孕，十四个月后产下一女孩，取名默娘。此女出生后聪明无比，更揣善良济世之心。菩萨和大仙甚喜，相约暗地收她为徒，逐渐教她医术、预测、观天象等法力，以便将来能承担海神之重任。
